Govt comes up with measures to check encroachments

SRINAGAR, May 30: Gove-rnment today came up with harsh measures to check encroac-hments on State, Kahcharai and common lands and ensure timely delivery of services by the functionaries of the Revenue Department.
It is pertinent to mention here that EXCELSIOR in its edition dated May 24, 2016 had exclusively reported that Government was all set to come up with new measures on encroachments and land laws’ violation whereby Divisional Commissioners and Deputy Commissioners will fix quarterly and monthly targets for the field functionaries of the Revenue Department and non-performance will lead to removal from services.
It was also reported that by way of new measures the Government wants to streamline the functioning of the Revenue Department by ensuring efficient monitoring, supervision and time bound delivery of the services to the public under J&K Public Services Guarantee Act, 2011.
Now, the Revenue Department vide Circular No.1-Rev (NG) of 2016 dated May 26, 2016 has conveyed fresh measures and directives to the Financial Commissioner (Reve-nue), Divisional Commissioners, Deputy Commissioners and others for ensuring compliance in letter and spirit and furnishing monthly/fortnightly report to the higher authorities as well as the Administrative Department.
Besides laying measures to check encroachments, which is a gave issue in Jammu and Kashmir, the Government has asked the Deputy Commissioners to create ‘Single Window System’ at Tehsil level for providing various services to the people.
“This has become imperative in view of the reports that delivery of services by various subordinate Revenue authorities under PSGA are not being adhered to on one pretext or the other,” the circular reads.
