Govt committed to economic emancipation of women folk: Vikar

JAMMU, Feb 14: Minister of State for Technical Education (Independent charge) Social Welfare, Information, Power, Rural Development, Law and Justice, Vikar Rasool, today strongly advocated for Gender Budgeting at all levels, including Panchayat Level, saying that partnership of women folk in the development process was imperative for achieving the desirable economic growth.
Addressing Panchs and Sarpanchs at one day Conference on Gender Budgeting held for Panchayat representatives of Jammu district here today, Vikar said that with this objective in mind, the Centre and State Governments have kept special provisions and allocations in the development and welfare schemes for the emancipation of the women folk.
The Conference was organized by the Jammu and Kashmir Rehabilitation Council (JKRC) as part of its awareness programme towards the emancipation of weaker sections of the society.
He said there are many schemes which have been specially designed to extend moral, financial and technical support to women so that they were able to live a respectful life and also lead the society. He said the schemes like National Rural Health Mission in health sector and Sarva Siksha Abhiyan (SSA), RMSA in education sector have special provisions for women health and girl education.
Highlighting the necessity of gender budgeting, he said in comparison to men, the women today have a bigger role in the society as they are managing the home and also working outside. He said that 48 per cent of total population of the country are women folk and these women and girls not only a large part of the valuable human resource, but they are also individuals in their own right and their socio-economic development sets the foundation for sustainable growth of the country and society as a whole.
Prof and Head, Economics Deptt, University of Mumbai, Dr Ritu Dewan, Member State Planning Commission, Raipur, CG, P.P. Soti, Sr. Research Officer, Gender Budgeting and Gender Mainstreaming, Ministry of Women and Child Dev, GoI, Dr Bansuri Nag, representatives of Ministry of Women and Child Dev. GoI, Director Rural Development Jammu, Shafiq Raina, Managing Director Women’s Development Corporation, Nahida Soz were present on the occasion.
Stressing for a separate budget for the women at all levels, Mr. Vikar asked the Panchs and Sarpanchs and other concerned agencies to keep a provision for a separate budget for the women so that they can be able to tackle the problems confronting to them as a routine matter
The one day Conference was also addressed by the Secretary, Social Welfare Department, Gazenffar Hussain, Executive Director, J&K State Rehabilitation Council and other dignitaries.
