DODA, Nov 25: Reviewing status of devolution of powers to Panchayats in Chenab valley, Dr Shehnaz Ganai MLC today started the block wise review meetings with regard the implementation of the Govt policy and in this connection  convened block level  meetings of Panchs & Sarpanchs of Doda, Gundana and Bhagwah Blocks and the respective sectoral officers of the concerned 14 departments at Dak Bungalow Doda, in which Addl District Development Commisioner Doda, District officers were present.
Addressing the meetings, she said that the people are the main source of power and in a democratic setup leadership lies in the hands of people and every decision has to be taken as per the aspirations of the people.
She said transfer of powers to Panchayats is the exact goal of this Government. “The Government is committed to make you powerful enough to perform your role beyond the rural development area,” she said. She said that Panchayats have an important function to perform in the sectors of social welfare, health, roads, communication and rural water supply.
She said that judicious spending as per public aspirations should be the standard of Panchayats to achieve. “The Government is determined to empower people at the grass root level to strengthen the democratic set up in the State as establishment of Panchayati Raj is the cherished goal of this Government headed by Omar Abdullah and we are marching to achieve this successfully”, she added.
She said Panchayat system is answer to many problems that people face at the village level. “It is an important tool to reduce the chances of corruption and help completion of schemes in a fixed timeline. Honesty and sincerity are the basic ingredients of a viable and efficient Panchayat system, she added.
She said that the hilly State like Jammu and Kashmir cannot be run from the Secretariat and decentralization of powers and involvement of public representatives in the governance at grass root is imperative to ensure equitable and holistic development of all the regions and sub-regions of the State which forms basic objective of this Government.
By introducing the Public Service Guarantee Act the Departments are supposed to provide the services to general public in a time bound manner and thereby an initiative to corruption free governance at grass root level. The Panchs and Sarpanchs have a great role to play, in the overall development of the State, she said.
