Govt committed to set up 3-tier Panchayati Raj System: Gupta

JAMMU, May 30: Provincial president, J&K National Conference, Jammu Province, Rattan Lal Gupta today said that NC-Congress Coalition Government in the State is committed to set up the three tier Panchayati Raj System in the State.
Gupta’s comments came while addressing the women panchs and sarpanchs during a one-day awareness programme of Block Bishnah and RS Pura organised by MLA Bimla Luthra here at Sher-e- Kashmir Bhawan, Jammu.
The purpose of the workshop was to ensure that elected women panchs and sarpanchs work with dedication and know the tit bits of developmental system prevailing under Panchayati Raj Act.
While addressing panchs and sarpanchs, Gupta said that elections to the panchayats were held last year after a long gap in the State and it became possible just because of the commitment of the Coalition Government under the leadership of Omar Abdullah.
The Coalition Government is now heading towards second phase of the system to elect Chairman of Block development councils in the State. No doubt there are challenges to set up such institutions but these are the most powerful institutions through which the transparency, accuracy and accountability can be achieved. He asked the women panchs and sarpanchs to come true to the expectations of the people of their area.
Lambasting the opposition, Gupta asserted that opposition parties are fully frustrated as they have been badly rejected by the masses even in the panchayat elections and now they are trying to exploit in the name of empowerment to the panchayats. He reminded that it was during the regime of Mufti Mohd Sayeed that elected panchayats were dissolved and they conducted no elections till 2008.
Bimla Luthra in his address assured the women panchs and sarpanchs that she would provide all types of assistance to them in the field of developmental activities.
