Govt delegates powers to DG Women & Child Development

JAMMU, Mar 12: In continuation to earlier Government order for creation of separate Directorate of Women & Child Development, the Department of Social Welfare today accorded sanction for delegation of powers to the Director General, Women & Child Development, with immediate effect.
According to an order in this regard, the Mission Director, ICDS and Mission Director ICPS shall report to the Director General Women & Child Development. All the plans of ICDS and ICPS shall be duly vetted by the Director General, Women & Child Development and submitted to the Administrative Department.
The Director General shall receive, evaluate and review the MPRs, QPRs and APRs from the MD, ICDS and MD ICPS besides submitting annual report of the Women & Child development to the Administrative Department.
The DG shall evolve plan, policies, strategies, mobilizing resources, bringing convergence of common programmes, monitoring of laws, schemes and programmes relating to women and children. Transfers and posting of staff working in ICDS/ICPS shall be approved by the Director General but the proposal of pre-mature transfers and postings of gazette staff shall be recommended to the Administrative Department.
The DG shall be the Chairman of State level purchasing committee and MD, ICDS as well as MD ICPS shall be Co-chairperson of these committees. The DG shall recommend the budget estimates Plan and Non-Plan to the Administrative Department in respect of both the Directorates. He/she shall be competent to sanction 75 percent of GPF advance to all the subordinate employees and also shall be the authority for recommending proposals for sanctioning of new Anganwadi centres in J&K.
