Govt deptts make promotions on direct quota posts illegally

Srinagar, Nov 11: State Government is violating its own cadre management rules by promoting and adjusting departmental candidates illegally on the posts reserved for direct recruitments thus marring career of thousands of unemployed youth across the State.
The records of one of the departments, Technical Education Department, revealed that over the years, 400 such promotions have been made in the Department of Technical Education only. These promotions and adjustments were made on posts that were meant for the direct recruitment of fresh candidates through Public Service Commission (PSC) and Service Selection Board (SSB).
As per the guidelines of the Government issued by the General Administrative Department (GAD) no promotions should be made against direct recruitment quota in the Government Departments on temporary, stop gap or adhoc basis when such posts have not been referred to PSC of SSRB.
The guidelines clearly suggested that no quota be diverted from one source of appointment to another and whenever it has been diverted it should be restored in future.
The records suggested that 43 superintendents, 34 supervisors, 108 Junior Instructors, 9 Computer Operators and Programming Assistants, 100 Junior Assistants and 99 Workshop Attendants were illegally promoted and adjusted on the posts reserved for the direct recruits in the Department of Technical Education over the years.
In 2000, the Technical Education Department under Government order 653-Edu (Tech) of 2000 dated 14-12-2000 regularized 37 departmental candidates as Superintendents  without reserving 40 per cent quota for direct recruitment as per the cadre management rules issued under Government order No 602-GAD of 2000 dated 25-05-2000.
Between 2001 and 2008 the department again made 100 per cent adjustments of 8 Superintendents of departmental candidates after superannuation of the 8 Superintendents of department without reserving positions for direct recruits.
The Government later ordered reservation of 50 per cent positions of Superintendents for direct recruits but, between 2002 and 2006, 22 Superintendents were adjusted as Superintendents without reserving 50 per cent for direct recruits.
In 2009, Department of Technical Education regularized 29 candidates as supervisors when there was no vacancy in the department. These candidates were later adjusted as Superintendents on direct quota posts under Government order 89-Edu (Tech) of 2009 dated 14-10-2009 in violation to cadre management rules.
In 2012 the Government vide order no 39-Edu (Tech) of 2012 dated 15002-2012 adjusted 8 officials as Superintendents against direct quota posts. The officials were neither eligible for the posts nor possess requisite qualification as per recruitment rules.
“In 2008 department of Technical Education regularized 68 officials as Supervisors against the sanctioned strength of 39 posts”, suggest the records. “This was done just to pave way for their promotion as Superintends against direct quota posts”, sources said.
Sources revealed that in August this year the Department sent a proposal of 8 supervisors for adjustment as Superintendents on direct quota for approval. The supervisors were not having requisite qualification and such promotions are being done to help the departmental candidates at the cost of the career of educated unemployed youth.
The records of the Department revealed that so far 100 departmental candidates were promoted and adjusted as Superintendents while only 28 have been selected by the PSC so far when the ratio should have been 50 per cent each.
