Govt devises contingency plan for evacuation of civilians

JAMMU, Oct 30:  Keeping in view the recent ceasefire violations by the Pakistani troops resulting into war like situation along the border, the State administration has come up with a contingency plan for evacuation of affected civilians from forward villages along IB.
A detailed contingency plan for evacuation, camping and lodging of affected villagers at designated locations has been prepared and submitted to the Chief Minister besides circulation of the same to all the concerned officers for implementation of the same in case of emergency, official sources informed the Excelsior.
In the plan, the administration has identified forward villages along the International border in Kathua, Samba and Jammu districts besides the sites for shifting the affected people and appointment of Sectoral Officers for taking care of all arrangements in this regard, sources added.
Separate evacuation plans have been devised for the civilians residing in the villages at the distance of less than one kilometer from the International Border and those within one to five kilometers from the IB.
A complete data has been compiled about the number of families and total civilians in each hamlet who will be shifted to particular sites, such as Government School buildings, Sher-e-Kashmir University of Agriculture Science and Technology, Jammu, community halls and Panchayat Ghars etc in case of emergency, sources elaborated.
For the evacuation purpose, sources explained, the border sub-divisions in all the three districts have further been divided into sectors under direct control of the concerned Naib Tehsildar as the Sectoral Officer.
For example, the worst effected R S Pura Sub-Division, having 45 kilometers long IB with 21 villages situated at a distance of less than one kilometer from the border and 66 villages from one to five kilometers, have been divided into four sectors, which include Chakroi, Suchetgarh, Abdulian and Badyal Brahmana.
Besides the Government school buildings, the administration has identified Nirankari Bhawan Dewan Garhi for shifting population of Chakroi, SKUAST for Suchetgarh people and Baspur Bunglow for Abdullian sectors.
Under the evacuation plan, the concerned SDPOs and Tehsildars will arrange the buses for transportation of civilians in emergency situation. They will place 20 buses at the disposal of each Sectoral Officer for the villagers, sources said.
In additional  to proper medical and veterinary plan for the evacuated civilians and their live stock, the Government in  its contingency plan has assigned the responsibilities of  ensuring drinking water and  electricity supply at the designated locations to the concerned Assistant Executive Engineers who will report to the Sectoral Officer.
The Executive Officers of the Municipality will provide man power for sanitation purpose while AEE PWD and concerned Block Development Officers will arrange lodging arrangements at the designated locations and direct the VLWs to report to the Sectoral Officers for further duties.
Tehsil Supply Officers will ensure supply of ration along with Kerosene oil and LPG. The ration shall be placed at the disposal of Sectoral Officer for further use of civilians.
According to Divisional Commissioner Jammu, Shantmanu, the administration has fully geared up to meet  with any emergency situation  arising out of  unprovoked firing from across the International Border while a similar contingency plan for the forward areas along Line of Control (LoC) is also being updated to ensure safety of the civilians.
