JAMMU, Dec 23: To ensure coordination among the 14 line departments, where devolution of powers to the Panchayat Raj Institutions have been notified, the Government today issued necessary instructions to all the concerned for strict compliance.
As per the order, the Block Development Officers have been directed to convene meetings of the PRIs and the representatives of these 14 departments on a monthly basis. The representatives of different departments, deputed for these meetings, should not be below the rank of Block Level Officers, Tehsil Level Officers, Sub Division Level Officers or equivalents.
Further, the monthly reports with respect to the meetings and achievements in this regard should be furnished by the BDO to the Additional District Development Commissioner of the concerned district with a copy to the Director, Panchayati Raj, J&K.
All Administrative Secretaries of the 14 line departments besides taking periodical reviews on the progress made under devolution of powers to the Panchayati Raj Institutions, shall also ensure that the devolution of funds is immediately made to the PRIs, where these have not been made and the PRIs are fully involved in the implementation of Developmental programmes of their respective departments.
Pertinent to mention that devolution of powers to the PRIs have been notified in respect of the Department of Agriculture Production, Animal & Sheep Husbandry, CAPD, School Education Department, Fisheries, Forest, Health & Family Welfare, Horticulture, Industries & Commerce, PHE, I&FC, PWD, Revenue, RDD and Social Welfare.
