JAMMU, May 3: The Government-e-Marketplace (GeM) has advised against publishing bids for works contracts on its portal, stating that the range of service providers registered on GeM for custom bids or BQQ bids may not have the necessary expertise in works contracts.
“The GeM has not evaluated the credentials of the service providers registered on GeM for custom bids or BQQ bids. As such publishing bids for works contract by such service providers may result in substandard performance and higher rates,” observed GeM.
The GeM has urged buyers to cancel such bids and use the suitable procurement portal for issuing works-related tenders.
Claiming that it (GeM) has also cancelled some bids, the Administrative Officials have also been requested to direct their subordinates not to create any works-related bids on GeM but to use jktenders.gov.in instead.
Pertinently, the Government-e-Marketplace (GeM) was setup as National Public Procurement Portal by the Union Cabinet for facilitating procurement of Goods and Services required by Central and State Government organisations.
The initiative was launched to create an open and transparent procurement platform for Government buyers. GeM, presently, has the mandate to facilitate procurement of Goods and Services only and does not have procurement of works.
But Government observed that the bids for procurement of works are being published by several buyers on the GeM portal, either as “custom bid for services” or BQQ bids.
As such, it has advised against publishing bids for works contract on GeM portal by the service providers.
