JAMMU, Dec 27: The Jammu and Kashmir Government has directed all the public servants to file their Annual Property Returns (APRs) for the year 2024 by January 31, 2025.
Filing APRs has been mandated under the Jammu and Kashmir Public Men and Public Servants Declaration of Assets Act, 1983, and related rules.

The act requires public servants to declare the assets held by them and their family members every year. These declarations must include details of any increase in assets, along with their sources.
Failure to comply with the directions may attract penalties under the Prevention of Corruption Act and could lead to the denial of vigilance clearance.
To streamline the process, the Government has introduced the Property Returns System (PRS) portal, available at https://prs.jk.gov.in.
As per a recent circular issued by the General Administration Department, the public servants can submit their property details for the year 2024 through this portal from January 1 to January 31, 2025
The portal will close automatically after the deadline, said the circular.
As such, the Drawing and Disbursing Officers (DDOs) have been directed to ensure that all the employees under their supervision register on the portal and file their returns within the specified timeline.
Through the circular, special emphasis has been placed on achieving 100% compliance to promote transparency and accountability.
Further, the Government has warned that non-compliance without valid reasons will be treated as a “criminal misconduct”.
The public servants have been, as such, urged to prioritize filing their returns to avoid penalties and maintain their vigilance clearance status.
The Government has reiterated its commitment to combating corruption and ensuring transparency in the functioning of public offices through strict implementation of these measures.
