Govt directive to IAS officers on IPRs

JAMMU, Jan 1:The Jammu and Kashmir Government has directed the Indian Administrative Services (IAS) officers working in the region to stick to the January 31 deadline for submitting their Immovable Property Returns (IPRs) strictly in accordance with the instructions issued by the Ministry of Personnel, Public Grievances and Pensions, Government of India.

As per a circular issued by the General Administration Department (GAD) of Jammu and Kashmir, Rule 16 (2) of the AIS (Conduct) Rules, 1968 mandates all IAS officers to submit their IPRs by the end of January.
“Failure to do so may lead to disciplinary action,” said the circular.
Additionally, an amendment to Rule 3(1) of the IAS (Pay) Rules, 2016, mandates the filing of IPR for officers to be considered for promotion to the next pay level.
The circular further said that since January 1, 2017, an online module has been introduced for the electronic filing of IPRs. IAS officers can submit their returns either electronically or upload a scanned copy of a manually filled form.
It said that the online portal will close automatically after January 31, and there is no provision for manual submission.
The GAD also highlighted that late submission of IPRs may result in the denial of vigilance clearance, which is crucial for career progression.
Therefore, IAS officers, especially those working with the Union Territory of Jammu and Kashmir, are advised to comply with these regulations on time.
