Govt directs release of salary

JAMMU, Apr 21: In order to improve the Human Resource Management in Jammu and Kashmir, the Government has instructed the release of withheld salaries for employees who are not listed on the Jammu and Kashmir Human Resource Management System (JKHRMS) due to non-availability of initial appointment orders.

A decision in this regard was taken by the General Administration Department after thoroughly reviewing the matter as the Drawing and Disbursing Officers (DDOs) had withheld the salaries of the employees who could not update their service details on the JKHRMS due to the non-availability of the initial documents.
The instructions issued in this context vide Circulars No 35-JK (GAD) of 2022 and 40-JK (GAD) of 2022 had highlighted the need for thorough documentation in the system.
In response to the findings, all Administrative Departments are now mandated to release withheld salaries after certain verifications by the Heads of Departments. This includes ensuring that Service Books are well-maintained, properly attested, and that all records of transfers and promotions are accurate and match official documents.
Additionally, departments are directed to secure and verify documents like the initial pay records and appointment details from the relevant selection boards.
Heads of Departments are required to collect and upload essential documentation, including the official selection list, job advertisements, and formal appointment recommendations within the next three months.
This documentation will then be added to the HRM portal by the Drawing and Disbursing Officers.
These measures aim to streamline and standardize HR processes across various departments, ensuring that all employees have their employment records accurately reflected and updated in the system.
The consolidated information gathered from these efforts will be reviewed by the General Administration Department to ensure compliance and resolve any outstanding issues related to employee registration and salary disbursement.
