JAMMU, May 9: To enquire into the issue of illegal promotion conferred upon Abdul Qayoom Chalkoo, the Government has constituted a committee, headed by Secretary, Department of Rural Development & Panchayati Raj.
The committee shall establish the reasons and circumstances, which led to such gross violation of rules in promotion of Chalkoo and identify the officers responsible for these flagrant violations of rules.
Director General, Accounts & Treasuries and Secretary (Legal) GAD, are members of the committee, which shall also quantify the extent of losses caused to the Government exchequer on account of illegal promotions and release of grade to an ineligible candidate and mode of recovery.
Pertinent to mention that Abdul Qayoom Chalkoo was reportedly appointed as Work Supervisor in the Department of Rural Development in the year 2000 and was made in charge JE in the year 2005. However, according to an order in 2008, Chalkoo was given the grade of Junior Engineer w.e.f. 26.12.2000, when he was just Work Supervisor.
