Lien in common parlance, is one of the accepted charges against a property by a creditor and what is owed has to be repaid to clear or remove the lien. A contractor is said to have exercised his right to lien but in his own way by locking a Government Guest House at Dudu Udhampur as the balance amount of Rs.7.43 lakh was not released in his favour. The interesting thing though astonishing as well is that the locks continue to hold ”sway” of the building for the last two and a half years.
The entire story is not that dark as the contractor had already been paid Rs. 42 lakh to build the beautiful guest house comprising three rooms, a lobby, two wash rooms , a kitchen etc and the point of discord is non payment of the balance of Rs.7.43 lakh. That upset the contractor who refused to hand over the built and ready to occupy the concerned guest house and gave vent to his anger by resorting to such an undesirable act by putting his locks at the gate and the building complex. The proverbial ‘First venture , first loss’ seems to have operated in the instant case as the guest house is the first such facility provided in this fast developing tourist place. For the period of its ”idleness” of 30 months, how much revenue could have been earned by this Government asset could definitely have been many times more than the liability of Rs.7.43 lakh. There are other associated issues too which the authorities must look into and resolve at the earliest.
