Govt ignoring court judgments, flouting norms while making promotions

JAMMU, Aug 17: All Jammu & Kashmir Graduate Engineers Association Civil (GEASSOC) held its executive body meeting in its office under the presidentship of Gandeep Pargal and submitted an on-line memorandum highlighting the burning issues being faced by the Graduate Engineers, to Shailendra Kumar, Principal Secretary, R&B Department.
The issues of promotions of Degree Engineers from Assistant Engineer to Assistant Executive Engineer and JE to AE as per fixed quota were discussed threadbare and all the members in one voice condemned the attitude of previous administration of PWD (R&B) who not only ignored the rules but also the judgments of High Court from time to time.
While speaking in the meeting Gandeep pargal criticized the previous functioning of PWD (R&B) Department headed by Commissioner Secretary Khurshid Shah and Dr Zahoor Raina I/c HRM for flouting all the norms and rules while making promotions from AE to AEE and JE to AE.
Neeraj Sharma, vice president of the association said that while making promotions from AE to AEE and JE to AE, the R&B Department is flouting the Engineering Gazetted Service Rules of 1978 read with SRO 209 of 1992 and SRO 297 of 2006.
He said that the practice of maintaining Cadre strength in Engineering Departments is totally wrong and the posts falling vacant after retirement or promotions goes to pool and has to be filled in the ratio of 80 Graduate and 20 Diploma of the available vacant posts but what R&B department has done regarding promotions of AE to AEE after implementation of SRO 296 of 2006 that out of 387 promotions 292 degree and 95 diploma holders got promotions whereas if proper rules should have been adopted it should halve been 309 degree and 78 diploma, which clearly shows 17 excess diploma holders have been elevated at the cost of degree engineers.
Apprehended that R&B Department may again promote AEs to AEEs giving excess posts to Diploma holders by flouting all rules, the Graduate Engineers appealed Principal Secretary R&B Department to make promotions from AE to AEE against available vacancies (which are more than 150) as per rules and in the ratio 80:20 to provide justice to the Graduate Engineers.
Others who spoke in the meeting were Gopal Sharma (vice president), Rahat Gupta (vice president) and Anil Thapa (general secretary).
