Educational institutions shut till May 31

JAMMU, May 2: The State Executive Committee (SEC) today ordered imposition of complete Corona curfew within Municipal/Urban Local Body limits in all 20 districts of the Union Territory from 7 pm every Friday till 7 am every Monday and reduced religious and social gatherings such as marriage up to 50 persons only, whether indoors or indoors and funerals up to 20 persons.

The SEC categorized Srinagar district as Red Zone and all other 19 districts of the UT including 10 of Jammu and remaining nine of Kashmir in Orange Zone. However, Lakhanpur Containment Zone on the National Highway in Kathua district and Jawahar Tunnel area on either side will also stay as Red Zones.

“There will be complete Corona curfew within Municipal/ urban Local Body limits in Jammu and Kashmir every weekend in all 20 districts with effect from 7 pm every Friday till 7 am every Monday,” the SEC order said.
The lockdown imposed in Jammu district till 7 am on Thursday will, however, continue.
“No change in restrictions for Jammu till 7 am on Thursday. Same guidelines to be in force,” a tweet by Deputy Commissioner Jammu Anshul Garg said.
The SEC order said that essential and emergency services/movement/work and essential supplies will remain exempted from Corona curfew subject to production of Identity/wedding cards. wholesalers, fruit and Sabzi mandies may also remain open as necessary in a regulated manner to ensure provisioning of essential supplies, it read.
However, the SEC ordered that all shopping complexes, Bazaars, Salons, barber shops, cinema halls, restaurants and bars, sport complexes, Gyms, Spas, swimming Pools, Parks, Zoos etc will remain closed during Corona curfew.
However, the restaurants in hotels can remain functional for in-house guests, who will be served only in the rooms.
The SEC has reduced cap in marriage gatherings from 100 to 50.
“Religious and social gatherings such as marriages will be confined to 50 persons, whether indoors or outdoors, and funeral/last rites up to 20 persons only,” it said.
The SEC ordered that all Universities, colleges and technical/Skill Development Institutions in J&K will remain closed for imparting on-campus/in-person education to the students till May 31 except for courses/programs that require physical presence of students on account of laboratory/research/thesis work and internship etc. Teaching in all these institutions will be in on-line mode.
“All schools and coaching centres in J&K will also continued to remain closed for imparting on-campus/in-person education to students of all classes till May 31,” the SEC order said.
It added that all schools, colleges, technical education and Skill Development Institutes shall not require in-person attendance of any members of the staff. The teaching staff shall conduct online classes only from their houses. The Universities will, however, be permitted to seek in person attendance of minimal staff only for research/lab/thesis work etc.
However, there will be no restriction on inter-State and intra-State movement of essential goods. All industrial and scientific establishments, both public and private, have been allowed to operate for production purposes, or otherwise. Internet services, IT, Telecom, IT enabled services sector including e-Commerce have also been permitted to work during Corona curfew, the SEC said.
The Government officials have also been exempted from the purview of Corona curfew on production of Identity cards/official orders while all development/construction works will go on without any hindrance. The SEC has empowered the District Magistrates to issue passes wherever necessary.
“There will also be no hindrance in smooth movement of goods and essential supplies, nomads migrating with herds, Darbar Move staff and other products like agriculture and horticulture goods on the National and State Highways,” the order said.
On vaccination drive, the SEC said it shouldn’t be halted. Localized mobile teams shall be constituted to provide vaccination in colonies, residential areas and Containment Zones. The District Magistrates will issue orders to this effect under Section 144 CrPC, the order raid.
The SEC empowered the District Magistrates to take additional local preventive measures such as not allowing assemblies/processions, notifying micro-Containment Zones for checking spike in infections in their respective districts etc.
The travelers to Jammu and Kashmir, whether by road, rail or air, will, as usual, have to compulsorily undergo COVID antigen testing as per protocol of the UT Government.
The SEC, however, ordered that no Deputy Commissioner or any subordinate Magistrate will impose any local lockdown outside notified Containment Zones without its prior consultation.
