JAMMU, Feb 28: The Jammu and Kashmir Government today issued show cause notices to illegal occupants of quarters in Kashmiri migrant colonies here, officials said.
The show cause notices were issued by the Deputy Commissioner Releif (Migrants) Jammu through a public notice to the migrants who had illegally occupied these quarters in Muthi, Nagrota, Jagti and Purkhoo camps and colonies in Jammu, officials said.
“I am directed to issue show cause notice to the allottees of these quarters situated at various Kashmiri migrant colonies and camps are required to submit their response in writing giving justifiable reasons as to why their allotment be not cancelled and possession taken over by Relief Organisation for allotment to their genuinely deserving families”, Deputy Commissioner Relief said in the notice.
The organisation set the deadline for the reply by and before March 10.
After an extensive survey by the officers of Relief Organisation of various Kashmir migrant camps, the organisation found nearly 100 quarters in these camps were found illegally occupied, the official said.
The official said there are currently more than 300 applications pending with Relief and Rehabilitation Commissioner for allotment of accommodation to the registered Kashmir migrants families.
When contacted, Relief and Rehabilitation Commissioner, Migrants, T K Bhat said that there are two types of occupants who were served the notice. One is those kind of migrants who have constructed their own houses and instead of handing over the quarters back to the Relief Organisation they on their own have given the possession of quarter to other migrant families and later were getting the same authenticated in the Relief Organization.
Another type of occupants is those who have been allotted the quarters but were not living there and have locked them unnecessarily.
“This way a system of malpractice had started which however was not allowed after I joined the office’’, he added.
Bhat said that there are hundreds of genuine migrants among them some are cancer patients as well as others are suffering from chronic diseases who are not able to bear the rent outside. But the department is helpless to solve their problems.
He said it had come to his notice that two officials were also involved in this malpractice and they were shunted from the organisation. After that the Zonal officers were asked to do the exercise and submit a detailed report which quarters are locked for a pretty long time and which have been handed over by the allotees to others after construction their own houses.
He said some migrants handed over their quarters to their relatives but they are not those families whom quarters were allotted by the department.
Bhat said that there are certain norms and rules which we have to abide by and no body will be allowed to violate the same.
