Govt notifies Recruitment Rules for faculty posts of ‘Paediatric Haematology’

Srinagar, Aug 5: With the Administrative Council (AC) approving the construction of new 500-bed Paediatric Hospital at Bemina, the Health Department has notified the minimum qualifications for the recruitment and method of recruitment for the faculty posts of the sub-speciality Paediatric Haematology of the hospital which was earlier left out.
The qualifications for the recruitment and method of recruitment was already notified by the Health Department for different categories of faculty posts/gazetted level posts for various sub-specialities of the 500 bedded new Paediatric Hospital, Bemina. However, for Paediatric Haematology, the same was not done as the Health Department had sought a change in the nomenclature from ‘Paediatric Haematology/ Oncology’ to ‘Paediatric Haematology’.
As per the official communication in this regard, based on the approval of the Competent Authority, conveyed by the General Administration Department, the name of the sub-speciality of ‘Paediatric Haematology/ Oncology’ has been changed as the sub-speciality of ‘Paediatric Haematology.’
With the nod from the GAD with regard to the change in nomenclature, there will be now six posts in the Paediatric Haematology comprising a Professor, Associate Professor, Assistant Professor, Lecturer, Registrar and a Medical Officer.
“The notification of these qualifications in respect of the Paediatric Haematologist (Lecturer) shall be in supersession of the minimum qualifications for recruitment prescribed for this post vide Government Order 528-HME of 2012 dated 28.08.2012,” the official communication read.
As per the updated qualifications for the post of Professor, Paediatric Haematology, the candidate must have MD Paediatrics with DM Paediatric Haematology or DNB Paediatric Haematology from a multi-speciality teaching institution.
“Where DNB Paediatric Haematology has not been done, the candidate shall have additional one-year senior residency or equivalent experience from any recognized institute,” the rules said.
With regard to the mode of recruitment for the Professor, it will be done by promotion from Associate Professors, who have a minimum of three years of teaching experience and a minimum of four original research publications.
For the Associate Professor, pay-level 12, the qualifications are the same as that of the Professor, but, with regard to the mode of recruitment, it will be done by promotion from Associate Professors who have a minimum of two years of teaching experience as such with a minimum of two original research publications.
In the case of the Assistant Professor, level 11, while the qualifications remain the same as that for the Associate Professor, however, with regard to the mode of recruitment, it will be done by promotion from Associate Professors have a minimum of two years teaching experience as such with a minimum one original research publication.
For the Lecturer, the qualifications remain the same and will be recruited from amongst the candidates possessing a minimum 2 years of teaching, research experience as Registrar/ Tutor after Post-Graduation from any recognized institute.
For the Registrar, the qualification has been set as MD Paediatrics from a teaching institute recognized by the MCI with the preferable candidate being the one with DM/ DNB Paediatric Haematology.
“With regard to their hiring, the same will be carried out by the direct recruitment or by the deputation from the DHSK including that of the Medical Officers who will also be deputed from DHSK,” the rules read.
