Govt notifies rules for appointments in Medical, Dental Colleges

JAMMU, Jan 17: The J&K Government, Health and Medical Education Department, here today has notified rules for making appointments in Medical and Dental Colleges of the State including five new Medical Colleges on Academic Arrangement basis.
As per these rules appointments to the teaching posts and to the posts of Medical Superintendents and Deputy Medical Superintendents, Medical Officers, Nurses, Para Medical, Para Dental and Technical Staff in the Government Medical College, Government Dental College, Government Ayurvedic College, Government Unani College will be made on Academic Arrangement basis from the eligible candidates including retired Medical Superintendents/ Deputy Medical Superintendents but excluding in-service candidates.
As per these rules the appointing authority may appoint persons to these posts on academic basis initially for a period of one year extendable upto maximum of six years, depending on the performance and conduct or till the selection or promotion is made in accordance with the rules of recruitment whichever is earlier.
After appointment upto three years extension shall be made on year to year basis by the principal of the college concerned.
For engagement beyond three years, the case will be considered by the government and once approved Principal concerned shall be authorized to grant further extensions for another three years.
In case of appointment of Professors and Associate Professors in the new medical colleges, the appointing authority may appoint the persons on Academic Arrangement basis initially for a period of three years extendable upto maximum six years (subject to good performance and conduct) or till selection/promotion is made in accordance with the rules of recruitment governing the respective posts whichever is earlier.
These rules further stated that all these recruitments are made on Academic Arrangement basis without any conferment of any preferential right on the engagees for regular appointment against these posts, which shall be made strictly in accordance with the relevant recruitment rules.
The rules further say that the academic arrangement based appointments shall itself stand terminated on the attainment of the age of 65 years of the appointee however, in case of Professor/Associate Professor appointed in new medical colleges the appointment on academic arrangement shall stand terminated on attaining the age of 70 years of the age of the appointee.
The rules also state that service of an appointee shall be terminated before the expiry of the tenure of appointment with one month’s notice from either side or on payment of one month’s salary in lieu of notice by the appointing authority.
The appointee under these rules shall have to execute an agreement with the government on the prescribes form and the appointment on Academic Arrangement basis against a post shall be made only when filling up of the post according to relevant recruitment rules is likely to be time consuming.
Age for appointment of Professor, Associate Professor, Assistant Professor, Lecturer and Nurses, Para Medical/Para Dental/Technical Staff is 63 years while that for Registrar/Demonstrator/Tutor/Medical Officer is 50 years.
The minimum qualifications and teaching experience for all these posts is as per relevant recruitment rules while for the post of Registrar/Demonstrator/Tutor/Medical Officer there is no teaching experience required and retired officers are not be eligible for these posts.
However, for the posts of Professors and Associate Professors in five new medical colleges of Anantnag, Baramulla, Doda, Kathua and Rajouri the maximum age at the time of submitting application is 67 years.
Selection to these posts will be made by a Selection Committee comprising of a Chairman who will be Administrative Secretary Health and Medical Education Department and three other members.
These members will be Principal of the concerned college, HoD of the concerned discipline not below rank of Professor and one expert of the relevant discipline to be nominated by the government.
