Process underway in several other villages

JAMMU, Dec 19: Achieving a significant success in the delineation process of Gair Mumkin Khad lands, Revenue Department of J&K Government today issued directions for marking out lands outside water course in the twin districts of Samba and Kathua.

Following a detailed scientific procedure and extensive exercise, land in excess of 8000 kanals has been delineated as falling within and outside water bodies spanning 260 khasra numbers in the twin districts.
According to the Govt Order number 207 JK Rev of 2023, delineation exercise was carried out in six villages, which included Katli and Bandheri villages of Samba district and Taraf Manjli, Majra, Bhagthali and Maksoospur villages of Kathua district.
Following the delineation, land recommended for outside water body shall be recorded as Banjar-Qadeem (barren) or Warhal-Awal (first class agricultural land) or Ghair Mumkin Awadi (inhabited) etc in the Revenue record wherein it was earlier recorded as Gair Mumkin Khad (water body).
Pertinent to mention that Lieutenant Governor, Manoj Sinha had issued directions for taking up the delineation exercise in view of the long pending demand of the people for delineation and demarcation of lands ‘wrongly’ recorded as Gair Mumkin Khad.
Following the direction, a detailed scientific procedure was finalized for delineation/ demarcation of lands falling within and outside water bodies. For the purpose, three tier UT Level, Divisional Level and District Level committees were constituted and with necessary technical assistance from Irrigation and Flood Control Department, Khad lands in various parts of Jammu division are presently under process of delineation.
Revenue Department had previously carried out delineation in seven villages of Jammu, Samba and Kathua on the recommendation of the three tier committees constituted for the purpose.
Prior to the today’s order by the Revenue Department, nearly 9000 kanals of land was delineated as falling outside water body. Following the today’s order, more than 13000 kanals of Ghair Mumkin Khad land has been so far delineated as falling outside water bodies.
In Samba district, 19 kanal, 04 Marla Gair Mumkin Khad land has been recommended to be recorded as Banjar-Qadeem in Katli village while 496 Kanal and 16 Marla Gair Mumkin Khad land has been recommended to be recorded as Banjar-Qadeem.
Similarly, in Kathua district, 902 kanal and 13 marla Gair Mumkin Khad land in village Majra has been recommended to be recorded as Warhal-Awal or Banjar-Qadeem. In village Bhagthali, 750 Kanal and 15 Marla Gair Mumkin Khad land shall be recorded as Banjar-Qadeem or Warhal- Awal.
In village Taraf Manjli, 881 kanal and 13 marla Gair Mumkin Khad land has been recommended to be recorded as Banjar-Qadeem while in village Maksoospur, 784 kanal and 10 marla Gair Mumkin Khad land shall be recorded as Banjar-Qadeem or Warhal-Abal in Revenue records.
As the lands so delineated include both public and private lands, an official spokesperson said that some of the delineated land is being made available to development projects like industrial estates, etc.
The process of delineation is underway in several other villages of Jammu division and in near future, further delineation of public / private Khad lands is expected to be finalized to address the long pending demand of the people, the spokesperson added.
