‘Launch going to be a big step towards Digital India’

Srinagar, Jan 23: After the success of eVIN (pillar-1) and CoWIN (pillar-2), the 3rd pillar, the J&K Government today launched U-WIN for immunization services as a pilot project in district Samba and Pulwama.
Pillar-1 and pillar-2 were earlier rolled out by the MoHFW and now pillar-3, which will have a UIP module under the CoWIN platform, has been started in two selected districts of J&K as a part of the nationwide launch.
The pilot project was launched by Secretary Health and Medical Education J&K Bhupinder Kumar along with Director General Health and Family Welfare J&K Dr Saleem Ur Rehman along with Assistant Director Family Welfare, Jammu and Kashmir Division, State Immunization Officer J&K, SPO J&K UNDP and other officers from District Samba.
As a part of the digitalization of health services, the Administrative Secretary discussed the importance of an integrated immunization system which will help in the effective management of vaccination programmes at state and district levels.
He also stressed that the launch of the U-WIN portal will do away with the hassle of keeping a physical record. It will enable the digitization of session planning, and updating vaccination status on a real-time basis.
“Beneficiaries would be able to book slots for vaccination in advance. Also, it will allow mobility. Once the whole immunization programme is digitized, beneficiaries will get certificates on the spot and they can also download them if they want to,” he said.
The key features of the U-WIN Portal include the aspects of self-registration of the beneficiaries for the vaccination as well as on-site registration of pregnant women, infants and children, birth doses of newborns and subsequent vaccination events.
It also comes with features of individualized tracking of beneficiaries for the vaccination status, digitization of session planning, and updating vaccination status on a real-time basis from the last mile of service delivery by the vaccinator.
Secretary further directed the Family Welfare Department to ensure the continuous monitoring of the U-WIN project in the pilot districts and initiate the data collection as well as preparations for rolling out of the U-WIN project in all the districts of J&K after the success in the pilot districts.
U-WIN project was launched successfully at H&WC Birpur from District Samba and at SDH Pampore, PHC Kakapora, SDH Tral & Rajpora sites from District Pulwama and many beneficiaries both children and pregnant females were immunized in planned sessions while the immunization certificates were handed over to the beneficiaries immediately after the immunization.
The officials said that the launch will be a big step towards the Digital India mission with citizens empowered to book their immunisation slots and get the digital certificates whenever required.
Moreover, they said, the chances of dropouts will be reduced for eligible beneficiaries due to online tracking both by the department and parents of the children.
After this pilot phase, the department will roll out this in the entire UT as per directions from the MoHFW.
