Govt takes serious note of delay in referral of vacancies to PSC, SSB

JAMMU, Jan 1: Taking serious note of departments not strictly following the Jammu and Kashmir Civil Services (reference of vacancies and holding of meetings of Departmental Promotion Committees) Rules, 2005, the Government has notified timelines for referral of vacancies to the recruiting agencies—Public Service Commission and Services Selection Board. Moreover, each department will have Nodal Officer for completion of procedures within the specified timelines.
EXCELSIOR in its edition dated December 26, 2023 had exclusively reported that Chief Secretary Atal Dulloo, while taking note of delay in reference of vacancies to Public Service Commission and Services Selection Board, has issued directions for prompt action in this regard in order to facilitate efficient delivery of public services.
Now, Commissioner Secretary to the Government, General Administration Department, Sanjeev Verma has issued a circular regarding referral of vacancies to the recruiting agencies.
In the Jammu and Kashmir Civil Services (reference of vacancies and holding of meetings of Departmental Promotion Committees) Rules, 2005 provisions have been notified relating to referral of vacancies falling under direct recruitment quota to Jammu and Kashmir Public Service Commission and Services Selection Board.
The provisions read: “The departments shall refer vacancies falling under direct recruitment quota to the PSC and SSB, as the case may be, by 15th of January every year. Provided that the reference of vacancies under Combined Competitive Services shall continue to be governed as per the existing procedure”.
However, it has been observed that the departments are not following these provisions resulting in delay in referral of vacancies to the concerned recruiting agencies. “This has been seen as a major bottleneck in the filling up of vacancies in the Government departments in a timely manner”, read the circular issued by GAD.
Accordingly, all the Administrative Departments have been told to ensure referral of vacancies to the concerned recruiting agencies as per the timelines notified in terms of the Jammu and Kashmir Civil Services (reference of vacancies and holding of meetings of Departmental Promotion Committees) Rules, 2005. Moreover, new timelines have also been notified for completion of different formalities before referral of vacancies to PSC and SSB.
The process of identification of vacancies to be referred under direct recruitment quota should be completed two months prior to January 15 of every calendar year—15th of November of preceding calendar year, the Government said, adding the referral of proposal for concurrence of the Finance Department in case of non-gazetted/class IV (MTS) vacancies should be completed one month prior to January 15 of every calendar year—15th of December of the preceding calendar year.
“Referral of vacancies to JKPSC and JKSSB should be completed by 15th January of every calendar year. Moreover by January 31, the departments are required to submit annual status report to the General Administration Department in terms of Rule 5 of SRO 166 of 2005”, read the instructions.
The annual status report will in particular indicate the date of reference as well as the time taken for making selection/recommendation. The annual status report will be reviewed by the General Administration Department and non-compliance or non-implementation of rules shall be deemed to be dereliction of duty by the Administrative Department and consequences thereof shall follow.
The GAD has directed all the Administrative Departments to nominate a Nodal Officer not below the rank of Special/Additional Secretary, who shall be responsible for completion of procedures within the notified timelines as required in terms of Rule 4 of the Jammu and Kashmir Civil Services (reference of vacancies and holding of meetings of Departmental Promotion Committees), Rules, 2005.
They have been told to provide details of such Nodal Officers to General Administration Department within 7 days from today.
