Salary disbursed to sizeable number of employees without verification

JAMMU, Dec 15: Taking serious note of non-compliance of instructions regarding implementation of Human Resource Management System across various departments in Jammu and Kashmir, the Government has sought reasons from the Drawing and Disbursing Officers (DDOs) within a week. Moreover, seven days time has been granted for registration/verification of the service details of employees and updation of the same on the portal.
EXCELSIOR in its edition dated December 13, 2022 had exclusively reported that large number of employees have not uploaded details on the e-Human Resource Management portal and there was no compliance of the instructions from the Drawing and Disbursing Officers in this regard.
In order to streamline the Human Resource Management System across various departments of J&K, the General Administration Department Vide Circular No.35-JK dated October 12, 2022 and Circular No.40-JK dated October 28, 2022 had advised all the employees to register themselves on JKHRM portal and forward the service details to the concerned DDOs for verification/updation.
Further, it was also impressed upon all the DDOs that the salary for the month of October 2022 shall be disbursed in favour of those employees only who have registered themselves/updated their service details on the designated portal and the concerned DDOs have verified the same.
However, it has been observed that many DDOs have disbursed the salary to a sizeable number of employees without verification of their service details which has been viewed seriously by the authorities, the Secretary Finance Department has mentioned in a circular issued today, adding “the reasons for not adhering to instructions shall be furnished within a week”.
Further, the Finance Secretary has impressed upon all the DDOs to ensure the registration/verification of the service details of employees under their control within a period of one week and updation of the same on the JKHRMS portal. These instructions have been forwarded to the all Financial Commissioners, Principal Secretaries, Commissioner/ Secretaries, all Deputy Commissioners and all the DDOs for strict compliance.
The HRMS portal is an integrated platform for various employee related services like maintenance of service book vis-à-vis service record of the employees in digital format, postings and promotions. Moreover, the portal is a unified platform for access to salary slip, GP fund, Income Tax statement, SLI subscription etc.
The service related information—Basic Information, initial appointment/joining, qualification, contact, posting, promotion details etc of all the employees working in UT of J&K, already captured under Centralized Personnel Information System (CPIS), has been integrated with the Jammu & Kashmir Human Resource Management System (JKHRMS).
The portal was made live on 17.10.2022 with the direction to the employees to register themselves by using CPIS Numbers and check the basic as well as other service related details. Accordingly, Government impressed upon employees of all the departments across Union Territory of J&K to register on the portal.
Further, all DDOs were directed to ensure that the information of all employees under their control is updated and verified as per service record of the employee. It was made clear that DDOs shall be personally responsible for any mismatch in the verification of all formats. Further, salary for the month of October, 2022 shall be disbursed only in favour of such employees who have registered /updated their service details on the JKHRMS portal and concerned DDOs have verified the same.
However, in Circular No.40-JK dated October 28, 2022, it was mentioned that sizeable number of employees are yet to register themselves on JKHRMS and the same was viewed seriously by the authorities.
Accordingly, it was enjoined upon all DDOs that salary for the month of October 2022 shall be disbursed in favour of those employees only who have registered themselves on the designated portal. Further, employees who have already registered on the designated portal shall correct/update their service related details immediately for further verification by DDOs.
However, the circular issued today by the Secretary, Finance Department revealed non-compliance of the instructions by the employees as well as DDOs.
