NeSDA to give ranking to J&K UT, step to improve efficiency

JAMMU, Feb 3: In a major decision aimed at bringing efficiency and effectiveness in the governance, the Government of Union Territory of Jammu and Kashmir has decided to get 3rd party audit of all the 150 e-services conducted shortly. Moreover, all these services will be available on unified portal for analysis under National e-Governance Service Delivery Assessment Framework and this step will give ranking to the Union Territory at the national level.
Official sources told EXCELSIOR that Jammu and Kashmir has witnessed transformation in the Ease of Doing Business during the past few years and at present 150 e-services are being provided by different Government departments through digital platforms. However, no mechanism has been evolved till date for service delivery assessment, which otherwise is imperative for bringing effectiveness in providing online services to the citizens.
Recently, the issue was debated in a meeting held between the Secretary, Department of Administrative Reforms and Public Grievances of the Government of India and Chief Secretary of Jammu and Kashmir Union Territory.
It was observed that majority of the e-services are not available on the unified portal mainly because after the launch of the same by the departments by engaging private vendors no efforts were made to make them available on the domain of J&K Government. “Due to this, service delivery analysis under National e-Governance Service Delivery Assessment Framework (NeSDA) could not be conducted till date”, sources informed.
Now, it has been decided that J&K Government will get 3rd party audit of all the 150 e-services conducted to ascertain the quality keeping in view the NeSDA parameters with the objective to improve the ease of life of the common citizen and improve the efficiency and effectiveness of governance, sources informed.
To facilitate this, the Information Technology Department has been directed to share the data of all the services on the unified portal as early as possible for the assessment and during this exercise the J&K UT will get ranking vis-à-vis effective delivery of e-services at the national level. “The first set of data would be analyzed by the end of current month”, sources said while disclosing that progress in this regard will be reviewed in a meeting to be held on February 7.
During the audit, it will be pointed out whether the e-services portals work smoothly; in how much time the portals responds; how much time the payment gateway takes; whether message on mobile phones is delivered well in time; whether there are technical glitches and above all whether all the services are people-friendly, sources informed.
They further said, “digital transformation is now a critical part of the sustainable development and the Government of J&K in pursuit of digital transformation is taking new approaches that include expansion of e-participation and adoption of data-centric approaches through open Government data, innovative use of new emerging technologies as such the assessment of e-services delivery is imperative”.
The NeSDA framework primarily assess all the service portals on 7 key parameters— Accessibility, Content Availability, Ease of Use, Information Security and Privacy, End-Service Delivery, Integrated Service Delivery and Status and Request Tracking.
It is pertinent to mention here that National e-Governance Service Delivery Assessment (NeSDA) initiative has been undertaken by Department of Administrative Reforms & Public Grievances (DARPG), Government of India. The framework launched in August 2018 was conceptualized with an overall objective to measure the depth and effectiveness of existing e-Governance service delivery mechanisms. This framework, based on the Online Service Index (OSI) of UNDESA e-Government Survey, has been customized for the Indian federal structure and the e-Governance landscape of the States and UTs.
