Guidelines issued for Admn Secys, DCs, deptts

JAMMU, Oct 15: The UT Government today announced launch of `Jan Abhiyan’ from October 15-26 for fourth phase of `Back to Village Programme (B2V4)’ commencing October 27.
Two orders to this effect were issued today by the General Administration Department (GAD) Secretary Dr Piyush Singla.
The Government has asked every department to decide at-least one tangible deliverable to be achieved during the Jan Abhiyan which include saturation of a scheme by ensuring that any scheme or activity is completed, complete implementation of project, debottlenecking of a major initiative, kick-starting new initiative or major project or activity, any follow up survey or assessment or any other deliverable decided by the department.
“The Administrative Secretaries will firm up the deliverable to be achieved and monitor the tangible progress activity during the Abhiyan,” the GAD order read.
For the purpose, the order said, the Secretaries will devise a monitoring format to tabulate the status at the start of Abhiyan, the achievements during the Abhiyan period and final outcome with regard to achievements. They will submit a report at the end of the week to the Planning, Development and Monitoring Department.
“The report should also include geotagged photographs,” the order read.
It said every Secretary will draw up a tour schedule for the departmental heads and other senior officers during the Abhiyan.
“The tour schedule will be drawn up in such a fashion that the officers are able to visit every district during the period. The Secretaries will also endeavour to visit at least 2-3 districts during the period personally. As far as possible, visits of Secretaries and other senior officers may be at block or Panchayat levels,” the GAD order said.
It called upon the Administrative Secretaries to accord wide publicity to the deliverables selected by them and the delivery mechanism put in place.
“The Planning and Development and Monitoring Department shall compile the department -wise deliverables and progress achieves and submit a detailed report to the Chief Secretary by October 27,” the order further said.
It added that the Jan Abhiyan will focus on youth, skills, self-employment, good governance and Panchayati Raj along with Nasha Mukt and Rozgar Yukt Jammu and Kashmir.
As per the order, the Department of Rural Development and Panchayati Raj will be the Nodal Department and overall coordinator of the programme and shall be assisted by the Information Technology Department and the Planning, Development and Monitoring Department.
The Government has also fixed timelines for the Departments for taking preparatory actions and making arrangements.
“Entire B2V4 will be led by the Deputy Commissioners in their respective districts which include making logistics arrangements, deployment of officers Panchayat-wise, sensitization and training, deployment of all field level functionaries to hold Panchayat-wise camps in Jan Abhiyan and during B2V4, ensuring camps by CSCs and Banks in all Panchayats from October 15-31, ensuring that every visiting officer is briefed on district development scenario and development works are carried out in their Panchayats including individual beneficiary works and all kind of local coordination.
