Ground Realities in Education Department

Sir,
This refers to the writeup ‘Education Department: Despite initiatives,ground realities not very encouraging’ by Nishikant Khajuria (DE, Jan11,2016). The writer has beautifully highlighted the achievements and the failures of Education Department under the stewardship of the former Education Minister,Naeem Akhter. There is no doubt that  the former  Minister of  Education always emphasised the need of quality education in government schools and undertook many new landmark initiatives such as upgradation of some schools as Model Schools,introduction of smart classes, rationalisation of resources,repositioning of teachers,announcement of Transfer Policy, CM’sTutorial for free coaching,etc to improve and rejuvenate teaching learning activities in the schools.The Minister himself visited a number of schools both in Jammu and Kashmir divisions to take stock of the functioning of Government schools, which is unprecedented in the history of our state.But despite all these measures,the ground realities are not as good as they ought to have been. The educational activities have been suffering badly in some schools, especially in hilly and mountainous areas due to shortage of teaching and nonteaching staff in these schools.
The need of the hour,therefore,is to take urgent steps to  fill up the existing vacancies of different cadres especially in farflung areas through DPC/ fast track recruitment by PSC at the earliest.Moreover, the lecturers,teachers and other staff selected on the basis of RBA/ ALC Category must be posted in such areas for a minimum period of seven years as per the provisions of Reservation Act.But, shockingly, many lecturers selected on the basis of RBA Category have been allowed to serve in or around cities though the Reservation Act makes it mandatory for such lecturers/teachers to serve for a minimum of seven years in the RBA areas on the basis of which they have been selected.
