Gujarat, MP cadre IPS officers posted in J&K: more to be deployed shortly

Move aimed at overcoming shortage

Jammu, Apr 15 : Going ahead with deployment of outside officers of the All India Services to Jammu and Kashmir after it became a Union Territory, the Union Ministry of Home Affairs has deputed two more Indian Police Service (IPS) officers of Madhya Pradesh and Gujarat cadre to J&K while five more officers of different All India Services (AIS) are likely to be deployed in J&K and the UT of Ladakh shortly.
The Union Home Ministry has issued an order for deploy-ment of two senior IPS officers from Gujarat and Madhya Pradesh cadre to Arunachal Pradesh Goa Mizoram and Union Territory (AGMUT) cadre and their further postings in the Union Territory of Jammu and Kashmir.
They are Pramod Verma, IPS officers of 2001 batch of Madhya Pradesh cadre and Sarah Rizvi, IPS officer of 2008 batch of Gujarat cadre.
Pramod Verma is in the rank of Inspector General of Police (IGP) while Rizvi is Deputy In-spector General of Police (DIG).
After their deployment to Jammu and Kashmir through AGMUT cadre, the UT Government will place their services at the disposal of the Home Department for further posting.
The posting orders are ex-pected to be issued shortly, sources said.
After Jammu and Kashmir and Ladakh became Union Ter-ritories on August 5, 2019 following abrogation of special status of erstwhile State of J&K and its bifurcation into two UTs, a number of IAS, IPS and other All India Services officers have been posted in the two UTs.
“Both the UTs are short of IAS and IPS officers due to different reasons. The shortage is also due to delay in induction of Jammu and Kashmir Administrative Services (JKAS) and Jammu and Kashmir Police Services (JKPS) officers into IAS and IPS respectively besides delayed Cadre Review which has now been done,” sources said.
Meanwhile, as per the sourc-es, five more officers ofAll India Services are likely to be posted shortly in the Union Territories of Jammu and Kashmir and Ladakh, sources said, adding certain names are under consideration of the Union Home Ministry and Department of Personnel and Trainings (DoPT).
“The deployments are pri-marily aimed at overcoming ortage of officers in the two UTs” sources said.
While completing the Cadre Review in November last year, the Jammu and Kashmir Government wrote to the Central Government for bifurcation of J&K and Ladakh cadres as both the Union Territories are part of AGMUT cadre and the move will clear strength of the officers of two UTs.
“Presently, a number of IAS/ IPS and JKAS/JKPS besides other officers/officials from Jammu and Kashmir have been posted in the Union Territory of Ladakh to run the affairs there. This has also resulted into shortage of officers in Jammu and Kashmir,” sources pointed out.
The bifurcation of Jammu and Kashmir and Ladakh will lead to posting of separate officers in the UT of Ladakh and those on deputation there from J&K will be entitled to return which will also reduce shortage of officers in the UT,” sources said.
Jammu and Kashmir at present has sanctioned strength of 137 IAS officers which will go up significantly (well beyond 150) once the Cadre Review is implemented, they added.
Recently, the DoPT issued a notification allocating 65 senior duty posts of AGMUT to Jammu and Kashmir in Indian Adminis-trative Services, 70 in Indian Police Services and 58 in Indian Forest Services.
