Gupta’s concern over stopping of development works, withholding powers of XEns

JAMMU, June 1: Taking strong exception to halting of developmental activities and stoppage of releasing of the funds for works under execution, the former Union Minister and MLA, Prof. Chaman Lal Gupta has asked the leaders of the Congress-National Conference to explain that who was responsible for this mess and why the chaos and an anarchy is being created by not making payments even for those schemes which have been executed or underway for completion.
In a statement here today Prof Gupta said it was an amazing functioning of the coalition that even the works taken up under Constituency Development Fund (CDF) by the legislators have been put in abeyance and the powers of the executive engineers for drawing and disbursing the payments have been stopped. How and why this was happening, he asked? The ruling leaders of these parties needed to tell the people that what was happening and who was guilty for this sad situation and why payments of the works which have been executed were stopped. The work of roads and lanes which is pending since three years for black topping and premix has also been stopped, he added.
He observed that of late there was an air of simmering differences between the two coalition parties but now the stoppage of payments as also the execution of developmental works is a quite serious matter.
Referring to reports that the Centre has with held plan funds and other grants to the tunes of over two thousand crores of rupees for the year of 2012-13 is a strange situation and why this was happening and the ruling party leaders must explain that what was the real cause and why the notice was not taken in time.
