JAMMU, Sept 25: National Panthers Party working chairman and MLA Ramnagar Harsh Dev Singh has stressed for the establishment of the institution of `Lokpal/ Lok Ayukt’ in the State.
Mr Singh has moved a resolution in the State Legislature for the creation of `Lokpal’ and `Lok Ayukt’. He said the Government must welcome people’s call for accountability in public life and seize the opportunity to both and expeditiously establish the institution of `Lok Ayukt’ in the State and put structural reforms which could prove as potent anti-corruption instruments.
NPP leader said that the State Government needs to wake up to the bitter reports of Transparency International which has dubbed J&K amongst the most corrupt States. He said that it was high time that the Government took effective measures for creation of these credible institutions, putting an end to discretionary powers of Ministers and bureaucrats and adopting concrete and fool proof measures for making governance transparent, accountable and responsive.
Dubbing the State Accountability Commission Act as grossly inadequate piece of legislation, Mr Singh said it had been proved toothless body and people were losing faith in it due to some past experiences. He said it had excluded from its purview all bureaucrats, IAS/IPS officers and all HoDs of Departments, autonomous bodies, Board and Corporations, PSC, SSRB etc. He said Lok Ayukt should include within its ambit all politicians, Govt functionaries and all autonomous bodies, board and commissions.
