SRINAGAR, June 9: The State High Court today castigated the Crime Branch of Jammu and Kashmir Police for not taking serious steps to investigate the multi-crore Elementary Teachers Training colleges scam.
The Division Bench of the High Court comprising Justice MH Attar and Justice Ali Mohammad Magrey after expressing its displeasure over the status report of Crime Branch which was not in tune with court direction (dated May 21) sought personal appearance of Investigating Officer and Secretary Board of School Education (BOSE) in case they fail to file the compliance report in tune with court directions.
“In case compliance report is not filed, IO has to appear in person before the court on next date along with the case diaries. The BOSE authorities shall also take steps in terms of order (dated May 21) and file compliance report before next date. In case compliance report is not filed, Secretary BOSE has to appear in person before the court on next date”, court directed.
Court after perusal of the status report of Crime Branch expressed its dissatisfaction over the non-seriousness of Crime Branch in investigating the matter in its right perspective.
Court on May 21 had directed for production of enquiry report of a committee called ‘Abrol and Sen committee’ after the submission of Advocate General that the committee has informed the BOSE authorities as they have already handed over their report in a sealed cover to the then Chairman and Secretary of the BOSE. He also stated before the court that State authorities are in process of getting the copy of enquiry report available with Investigating Agency authenticated and further state authorities shall also initiate action in accordance with law in the matter which may include registration of criminal case.
Court after perusal of the status report granted one more opportunity for complying with the court direction of May 21 and filing a fresh status report.
Against the scandal of Elementary Teachers Training colleges (ETT) where hundreds of crores of rupees are given and taken as bribe, FIR (No.26/13) was registered in Police Station, Crime Branch, Jammu for alleged commission of offence under Prevention of Corruption Act and court had directed IGP Crime to monitor investigation of the FIR.
Crime Branch has already informed the court that the ETT colleges is a big money scandal and almost all concerned people are involved in the loot as the candidates are lured and huge amount, ranging from Rs.45000 to Rs. 80000 is received from each student and this scandal is run by mafia in league with top brass of the Board.
The court while taking cognizance in the scandal had observed that it would require to be investigated with all seriousness. The Elementary Teachers Training colleges are required to impart training to those persons, who, ultimately, have to teach the students in the schools. Any misdemeanor, in conducting the affairs of these colleges, has a definite bearing on the future of the students.
