SRINAGAR, Oct 26: The High Court today directed for installation of CCTV cameras on toll posts and check posts at Gulmarg so that construction material and polythene do not enter within the limits of resort.
Court has been informed by Advocate Tawheed Ahmad Sofi, who is Amicus Curie to the PIL that despite ban, the construction is going on within the limits of resort as such the Division Bench of Chief Justice Badar Durrez Ahmad and Justice Ali Mohammad directed for installation of CCTV cameras on toll posts and check posts leading towards Skii resort.
DB directed the CEO GDA to ensure that the cameras are installed so that the entry of construction material, plastic bags and polythene can be prevented into the resort.
With regard to finalization of Master Plan, the Chief Town Planner submitted to the court that the same is pending approval with the Cabinet. Court directed him to bring the latest status of the same next date before the court.
High Court directed the Government to inform it about the finalization of Draft Master Plan for Gulmarg by next date of hearing.
Court also directed the authorities to ensure that non-biodegradable plastic do not enter in Gulmarg area. Court by the AG has been informed that in this regard a toll post at Tangmarg checks the plastic entry besides that two check posts one at Baba-Reshi and entry point at Gulmarg is checking in order to prevent the entry of any kind of plastic inside the resort.
Court has also been apprised about the air quality and water quality in Gulmarg by PCB and they have been directed for report the court by latest on next date. With regard to functioning of STPs in Hotels, court has been informed that the concerned department (PCB) monitors the functioning of STPs and wherever the action is required authorities are taking the same.
Court previously had directed the Government to appoint the Chief Executive Officer of Gulmarg Development Authority within a week’s time so as to convene a meeting for comprehensive map of entire resort and its villages with Chief Town Planner and DC Baramulla about the identification of villages which falls under the jurisdiction of Gulmarg local area.
Today, Chief Town Planner informed the Court that a proposal is being prepared in this connection which would indicate as to which area or village ought to have been included in Gulmarg limits and which area/village may not be included with GDA.
Court directed him to prepare the said proposal within three weeks and thereafter shall submit the same to Commissioner/ Secretary Tourism who shall immediately take the matter with higher authorities for the purpose of redefining the areas under GDA.
For management of solid waste, court has been apprised that Solid Waste Management Plant shall be made operational by the end of November.
