HC directive to DCs on rate list

Srinagar, June 6: High Court today directed all the Deputy Commissioners of the State to ensure displaying of rate list of all essential commodities on hoardings in their respective districts provided to them by CAPD authorities.
The Division Bench of the court comprising Chief Justice MM Kumar and Justice MH Attar after hearing a Public Interest Litigation for providing hygienic food to public on reasonable rates observed that the whole object of this PIL is to provide some space to the common people.
“All the Deputy Commissioners shall ensure displaying the rate list on the hoardings in the crowded areas of their respective districts,” the court directed.
The court said displaying the rate list on hoardings will aware people about the rates of essential commodities and so that there is no overcharging.
The court had directed the Government for furnishing rates fixed on commodities by the officers and non-officials, but the “same has not been furnished”.
The authorities were also directed to open their own shops to sell essential commodities which till date has not been done nor displaying of rate list on the hoardings has also not been achieved.
“The month of Ramadhan is likely to start by the end of June and the man on street is still not aware about the rates of essential commodities used in day to day affairs and the possibility of providing healthy competition by the State by opening their own shops to sell essential commodities has not also been explored,” the court observed.
The court also directed CAPD authorities to constitute flying squads to check as to whether the rates are charged according to the rates decided by them and displaying on hoardings.
The bench said if any person is found indulging in unnecessary profiteering shall be booked and report to that extent be sent to this court.
The bench further said that rate list should be displayed at website of CAPD and email to all Deputy Commissioners and granted two days time to the respondents for this exercise and asked for filing of compliance report by 12th of this month which is the hearing day also fixed by the court.
