HC directs BOPEE to conduct fair, transparent CET

SRINAGAR, July 23: The State High Court today directed the Board of Professional Entrance Examination (BOPEE) to take all necessary steps to ensure “fair and transparent” Common Entrance Test re-scheduled for this weekend.
A Division Bench comprising Justices Virender Singh and Muzaffar Hussain Attar directed the Chairman and Controller BOPEE to file an undertaking before the Registrar Judicial to the effect that they will take all necessary steps to ensure that exams are conducted in most fair and transparent manner.
“They (BOPEE officials) will also undertake that in-case any malpractice or bugling surfaces, they will be personally responsible for all the consequences that will follow”, the court ordered.
The court directed the State Government through its Chief Secretary to institute enquiry into the causes and reasons for cancelling the CET, which was scheduled for June 22 and 23.
“The irregularities noticed by the Government in conducting the test shall also be looked into, responsibility fixed and disciplinary proceedings initiated against the delinquent officers/officials,” the bench directed.
The court also directed the Government, through its Chief Secretary, to take all necessary steps to ensure that CET, scheduled for July 27 and 28  is conducted in fair, transparent and hassle free manner.
The bench said: “State Government is also directed to state as to whether the manner and method adopted by BOPEE in printing, preparing and transporting the question papers as also awarding marks to the answer scripts is really foolproof or leaves scope for manipulating the said process.”
The court said the Vigilance Organization shall report as to whether any complaint was filed before it in respect of CET-2012 and if so, what action has been taken on the said complaint. “SSP Crime Branch shall also make similar report to the court.”
The court also directed the SSPs of all districts of Jammu and Kashmir to ensure that no activity is the nature of sale of CET papers takes place in their respective districts.
The court directed that BOPEE should ensure there is neither sale nor leakage of the question papers.
