In its earlier directions in the main petition filed by Talib Hussain and other Selection Grade Constables, the High Court had directed the respondents to keep intact the pay-scale of the petitioners, which was granted to them on the basis of their in-situ promotion and stay the recovery from their salaries.
The High Court had also directed the respondents to remove any anomaly in the pay of the petitioners and pass appropriate orders within a period of four months.
However, the Commissioner Secretary Finance, who was required to file affidavit within three weeks indicating the steps taken by the State Government on the recommendation made by the Home Department, failed to comply with the directions of the Court compelling the petitioners to file contempt petition.
After hearing Advocate H Rehman for the petitioners whereas AAG Gagan Basotra for the State, Justice J P Singh issued notice to Commissioner Secretary Finance to appear in person to show cause for non-compliance of the directions.
