HC directs for education facilities in Uri area

SRINAGAR, Nov 3: High Court today directed the authorities to take due care with regard to the education of children in the Uri area of district Baramulla and take decision on the representation filed by the villagers in this regard within a reasonable time.
Closing the PIL on the subject which was filed by the advocate Syed Musaib, the Division Bench of Justice Ali Mohammad Magrey and Justice Sanjay Dhar directed the authorities to take care of the education in the Uri area.
The PIL was filed by advocate Musaib seeking availability of internet services for the students of Uri area as also providing access to the telecommunication services to the children. It was also sought that a direction be issued to the authorities to set up internet or telephone Kiosk in each halqa of Uri, District Baramulla.
Advocate Musaib informed the bench that the major hitch to this novel situation is lack of internet availability, which is not only dejecting the parents of the area from availing such facility but is also encouraging schools and colleges to maintain a lull on the happenings.
“That the utter lack of internet connectivity in the region has affected the basic human rights of the people of Uri, such as right to education, right to information, right to health, etc, as provided under the Constitution of India and various international covenants”, Advocate Musaib projected before the court.
He informed the court that since the Uri region is located on the Line of Control, the situation there is highly volatile, and poses a constant threat to the lives of people living there. In case of acasualty, the lack of mobile connectivity becomes a hurdle or sometimes the main reason for the death of a person, as the locals fail to reach hospital ambulances.
On previous hearing Government counsel was directed to seek instructions within a month as to what the Government is proposing for the physical classes in the Government Schools in Tehsil Uri District Baramulla.
He was also given liberty to file counter to the petition if he so wants. Although the counter affidavit is not filed, but the counsel today submitted before the bench that in terms of the instructions received, the Government is proposing to shift to physical mode of education, therefore, the concern projected as regards the education of the children is taken care of.
