HC directs IG Crime to monitor corruption in ETTCs

SRINAGAR, Dec 3: High Court today directed Crime Branch to monitor and investigate corruption in the Elementary Teachers Training Colleges (ETTCs) of the State and submit the status of investigation before the court on next date of hearing.
The Division Bench comprising Justice MH Attar and Justice Ali Mohammad Magrey directed the Inspector General of Police Crime to personally monitor the investigation of the case as also the investigation of FIR pending before Crime Branch Jammu.
“The Crime Branch has already registered case FIR No.26/13 on similar allegation in police station, crime branch, Jammu. The IGP crime branch shall also monitor the investigation of this FIR and submit status report before the next date of hearing”, directed the bench.
Investigating Officer (DSP) Crime Branch produced the status report pertaining to the case in open court, which has been taken on record, where in it has been stated that the ETT Colleges is a big money scandal and almost all concerned people are involved in the loot.
“No ‘on time’ registration is made, no classes are conducted and even no hostel facilities are available. The candidates are lured and huge amount, ranging from Rs.45000 to Rs. 80000 is received from each student,” reads the report, adding. “This scandal is run by mafia in league with top brass of the board”.
“The aforementioned allegations would require to be investigated with all seriousness. The Elementary Teachers Training Colleges are required to impart training to those persons, who, ultimately, have to teach the students in the schools. Any misdemeanor, in conducting the affairs of these colleges, has a definite bearing on the future of the students”, said the bench.
Holding BOSE responsible for this menace, the report says that Board authorities were found to have granted affiliation, in violation of norms, to the institutions which had not applied for NOC nor NOC renewed by the competent authority.
As some of the records pertaining to the case were submerged in recent floods and crime branch authorities have undertaken the exercise to reconstruct the Case Dairy (CD) file along with the seized documents.
Court directed listing of the matter for further consideration in the week commencing from December 22.
