HC raps Comm Secy for disobeying order

Srinagar, Oct 31: Rapping the Commissioner Secretary Technical Education, Youth Services and Sports, Parvez Ahmad, for disobeying the orders, High Court today directed the registry to frame rule against him and asked for his personal appearance on next hearing.
After hearing a contempt petition against the contemnors for flouting the court order in which the Government was directed to consider appointment of 14 petitioners for the physical teacher in Education Department, Justice Muzaffar Hussain Attar said, “prima facie it appears that the applicant (Commissioner Secretary Technical Education) in this application has sought to interfere with the process of administration of justice.”
The counsel for petitioners G. A. Lone pointed out a cabinet document where in it has been mentioned that High Court has not appreciated some points of the law that have been raised in the earlier order.
“The authority besides not complying with the court orders has doubted wisdom of the court by not appreciating point of law that was raised in earlier judgment,” the court said.
In its earlier order, the court had imposed costs amounting to Rs. 30,000 upon the Commissioner Secretary for disobeying the orders by not identifying the posts for the appointment of petitioners in the department.
