The vacant post of Chairman of the Jammu and Kashmir State Pollution Control Committee (PCC) is having a detrimental impact on the functioning of existing industrial units and prospective investors in the region. The PCC, responsible for issuing consent to establish and consent to operate, has been unable to process specific pending files since the former Chairman’s retirement on May 1, 2023. Several crores of rupees have been invested in establishing industrial units in Jammu and Kashmir, and unfortunately, numerous project proposals have been awaiting clearance for nearly two months now. This delay in obtaining necessary approvals has caused significant frustration and financial strain on the investors and unit holders. The prolonged period of waiting for clearance on these projects has resulted in a substantial loss of time and resources for the stakeholders involved. The investments made by these individuals and organisations are at risk of being wasted due to their inability to commence operations without the required approvals. Moreover, the backlog of pending project proposals further exacerbates the situation, as it creates a backlog that needs to be addressed once the necessary authorizations are in place, which poses a significant challenge to the overall industrial development and growth in the region. The concerned authorities should prioritise the resolution of these pending project proposals.
The concerned stakeholders have brought the matter to the attention of the LG, emphasising the urgency of the situation and the adverse impact it is having on investments and project proposals. Swift action is needed to streamline the clearance process and ensure that industrial units can begin their operations without further delay. The Government must recognise the importance of these investments and project proposals in driving economic development, creating employment opportunities, and fostering industrial growth in Jammu and Kashmir. By expediting the clearance process and addressing the backlog, the Government can demonstrate its commitment to supporting the business community and promoting a favourable environment for industrial investments in the region.
