MENDHAR, Dec 9: Construction work of the Health Sub Center at village Chandayal of Sangayot area falling under the Block Balakot of Mendhar Sub Division in Poonch district has been abandoned for the last 23 years.

Sources said that in 1997, the construction work of Sub Center, Chandyal was started by the Rural Development Department (RDD), which was taken up to the wall plate level. This was followed by an encounter with terrorists in the same area in which two militants were killed in 2004, during which the sub-center under construction was extensively damaged. No one paid attention till date towards this issue.
Local residents Mohammed Khan, Mohammad Taj, Ali Dad and others said that our village is a backward area. This is the last village of Mendhar Sub Division where neither there is any road nor any other facility. He said that this village has a population of more than 700 to 800 souls but after walking for miles on the road during the emergency, either one has to go to Surankot or Rajouri. They said they took up the issue with the local Administrative at Mendhar and also with the politicians of the area but they only gave false assurances.
The aggrieved villagers have appealed the Lieutenant Governor, M K Sinha of the Union Territory of Jammu and Kashmir to pay attention to this issue and issue orders for the completion of this building. They also demanded probe into the funds sanctioned, utilised and the fate of unspent funds ment for this project.
Block Medical Officer Mendhar, Dr Parvaiz Khan when contacted said that after taking cognizance of this case, the complete detail has been ascertained. The construction of the building was started in 1997 by the RDD. BMO said he has written to the concerned officials about non-completion of this building and reason behind it.
