JAMMU, Jan 14: A high-level 17-members team headed by Secretary in Performance Management Division of Union Cabinet Secretariat is arriving here on January 16 to finalize the Results Framework Documents (RFDs) of all the departments of Jammu and Kashmir Government, which will provide a summary of most important results that departments expect to achieve and fair basis to evaluate the overall performance.
The exercise to frame Results Framework Document, which is considered as vital tool to ensure effective monitoring and evaluation of performance of any Government department not only in the country but in several foreign counties, was initiated by the State Government in the month of December last year with the convening of two-day workshop.
During the marathon workshop, the skeleton of the Results Framework Documents of all the State Government departments was prepared and detailed guidelines were issued to fine tune the same on the pattern of the same applicable at the Union Government level.
“In the light of guidelines, all the departments carried out detailed exercise and submitted the Draft Result Framework Documents to the syndicates framed by the Performance Monitoring Division of the Union Cabinet Secretariat”, official sources told EXCELSIOR, adding during the desk review of the draft RFDs, which was attended by Principal Secretaries, Commissioner Secretaries and Secretaries of eight departments of J&K Government, the heads of the syndicates pointed out several shortcomings and directed the officers of State Government to overcome the same strictly in accordance with the guidelines issued during two day workshop at Jammu. Even fresh set of instructions were conveyed to the visiting officers for early fine tuning of the draft RFDs.
“Now, as all the departments have fine tuned the RFDs, a 17-member team comprising top retired bureaucrats, experts in the evaluation of performance of Governments, renowned policy makers headed by Dr Prajapati Trivedi, Secretary Performance Management, Union Cabinet Secretariat is arriving here on January 16 to finalize the RFDs”, sources said.
In response to a question, sources said that the RFDs, which are going to be finalized on January 16 and 17, would be applicable for the last quarter of the current financial year, adding the Results Framework Documents for 2013-14 financial year would be prepared in the month of April. The review of the RFDs for the next financial year would be held in the month of October and the final evaluation of targets at the end of year.
Describing the RFDs as a vital tool to ensure effective monitoring of performance of any Government department that too by keeping the measurable targets and objectives in public domain, sources said that all the departments would post the RFDs in their respective websites and people would have information about the activities which each department will have to carry out during the year and the targets achieved at the end of year.
In response to another question, sources said that Results-Framework Document is essentially a record of understanding between a Department/Ministry representing the people’s mandate, and the Head of the organization responsible for implementing this mandate, adding “with the evaluation of performance of the department at the end of the year, even the performance of officers of the department would get measured and accordingly corrective steps could be taken”.
As per the Union Cabinet Secretariat guidelines, the Results Framework as well as the achievements against the performance goals laid down at the beginning of the year, can also be reviewed after six months by the concerned administrative department/ ministry and goals reset if required taking into account the priorities at that point of time.
