SRINAGAR, June 24: The Health & Medical Education (H&ME) Department has announced the release of Rs 1 crore 79 lakh as the Union Territory’s (UT) share under the Centrally Sponsored Scheme “Prime Minister – Ayushman Bharat Health Infrastructure Mission (PM-ABHIM)” for the fiscal year 2023-24.
The allocated funds are intended for utilization within the current financial year. However, the release and advance drawl of funds is subject to specific conditions imposed by the Government.
To ensure accountability, the Mission Director of the National Health Mission, J&K, is required to submit monthly physical and financial progress reports to the relevant department, with provisions for on-the-spot verification.
Under the prescribed conditions, the expenditure must be incurred solely on items approved by the competent authority. Additionally, Treasury Officers have been instructed not to accept bills that lack complete classification of funds authorized by the Finance Department.
Moreover, Treasury Officers have been strictly prohibited from allowing the parking or withdrawal of funds in the Civil Deposit without prior concurrence from the Finance Department.
The Director of Finance in the H&ME Department has been asked to oversee the availability of funds and release them accordingly to the relevant Head of Department (HoD), ensuring proper financial management.
Officials highlighted that the release of the UT Share is aimed at supporting the implementation of the PM-ABHIM in J&K, noting that the initiative will contribute to the enhancement of healthcare infrastructure and services in the region.
