House demand survey completed in 25 cities, towns; 1.21 lakh beneficiaries identified

SRINAGAR, Aug 3: Chief Secretary, B R Sharma today chaired 2nd meeting of the State Level Sanctioning Cum Monitoring Committee (SLSMC) for implementing ‘Housing for All’ (HFA) Urban Mission in Jammu and Kashmir under the Pradhan Mantri Awas Yojana (PMAY).
Financial Commissioner, Planning Development & Monitoring Department, B. B. Vyas, Commissioner Secretary, Housing & Urban Development, Hirdesh Kumar and other officers were present in the meeting.
Commissioner Secretary, H&UD, informed the Committee that housing demand survey has been completed in 2 capital cities and 23 towns and as many as 1.21 lakh beneficiaries were identified during the survey. The towns include Jammu, R S Pura, Samba, Kathua, Basohli, Poonch, Rajouri  Udhampur, Ramban, Kishtwar, Bhaderwah and Doda in Jammu region and Srinagar, Ganderbal, Budgam, Anantnag, Bijbehara, Shopian, Pulwama, Baramulla, Sopore, Handwara and Kupwara in Kashmir region, besides Leh and Kargil towns.
The Committee gave nod to the H&UD Department to initiate the process of conducting house demand survey of other towns to be taken up during the 2nd phase (April 2017- March 2019).
To initiate the implementation of ‘Housing for All’ Urban Mission in the State, the Committee in its 1st meeting had selected Baramulla and Udhampur towns to begin with. DPRs of Baramulla and Udhampur town of Rs 830 lakh and Rs 777 lakh under the Beneficiary Led Individual House Construction/ Enhancement component were approved by the Committee.
The Committee today gave approval to DPRs for Beneficiary Led Individual House Construction in Anantnag and Kathua towns. DPR for Anantnag Town has been formulated at an estimated cost of Rs 646 lakh for construction of 132 dwelling units for beneficiaries belonging of EWS category and DPR for Kathua has been formulated at an estimated cost of Rs 530 lakh for construction of 124 dwelling units.
The eligible families belonging to EWS category will be provided assistance to the tune of Rs 1.65 lakh per dwelling unit to either construct new house or enhance existing houses of their own. The beneficiary in or outside slums have to approach Urban Local Bodies (ULBs) with proof of land/house ownership and the ULBs have to ascertain ownership of land, economic status and eligibility etc. of the beneficiary.
Meanwhile, the Committee also gave approval to the Housing for All Plan of Action (HFAPoA) of the 25 selected cities/towns with an estimated plan outlay of Rs 6081.44 crore, out of which Rs 1920 crore would be Central share and Rs 136.41 crore State share and remaining amount of Rs 4024.81 crore will be contributed by the beneficiary and/or private partners.
The Committee approved the first year Annual Implementation Plan (AIP) of 2016-17 of Rs 2785.09 crore for all the 25 selected cities/towns with targeted coverage of 55087 beneficiary families. The AIP will be funded in the ratio of 90:10 between Central and State Governments.
Meanwhile, Chief Secretary chaired 3rd meeting of the State Level High Powered Steering Committee (SHPSC) on Atal Mission for Rejuvenation and Urban Transformation (AMRUT) here.
The Committee gave post facto approval to State Annual Action Plan (SAAP) of 2016-17 of Kargil town which has already been submitted to the Union Ministry of Urban Development.
Initially, four cities/ towns namely Srinagar, Anantnag, Jammu and Leh in J&K were covered under AMRUT. The Union Government has also approved Kargil town for inclusion under AMRUT.
Meanwhile, the Committee also gave approval to 8 pending projects with respect to the State Annual Action Plan (SAAP) 2015-16 and 2016-17. Out of the total 30 projects for the year 2015-16, 22 projects were cleared by SHPSC in its 2nd meeting held on May 30, 2016.
The projects approved today include upgradation of dewatering stations in Srinagar, intelligent traffic system in Srinagar, creation of green buffer zone at SLF site Achan, construction of sewage network and 4MLD Sewage Treatment Plant for treatment of sewage entering through 5 nallahs on left bank of Tawi River in Jammu, drainage scheme for Swagat Vihar, Deeli,  Main Rehari Nallah, ST Mohalla, JKAP Lines Channi Rama and construction of deep drain along Tawi Canal in Extension Trikuta Nagar in Jammu besides construction of multi-tier parking at Panjtirthi, Jammu
The Committee also approved the proposal for procurement of low floor SRTC buses under AMRUT to improve public transport system within Municipal Corporation limits in Srinagar and Jammu cities.
Principal Secretary, Forest, R K Gupta, Commissioner Secretary Transport, Bipul Pathak, Principal Secretary to Chief Minister, N K Choudhary, Commissioner Secretary, H&UD/Mission Director AMRUT, Hirdesh Kumar, Secretary, PHE, Sanjeev Verma, and other officers were present in the meeting.
