JAMMU, May 7: Indian Institute of Public Administration (IIPA) J&K Regional Branch today organized a one day training program on “Ethics and Morality in Public Administration” here today.
A total of 140 participants from 20 departments of J&K Government including Rural Development Department, University of Jammu, Traffic Police, Directorate of Sheep Husbandry, J&K SIDCO, Shera- Kashmir Police Academy, PHE Department, Zonal Armed Police Headquarter, Shri Mata Vaishno Devi University, CID, Irrigation and Flood Control Department, CAPD, Directorate of Stores Procurement Department, Electrical Maintenance and RE Wing, Legal Metrology, Directorate of Horticulture, SMVDSB, Forests Department, ICDS participated in the training programme.
The key theme areas of deliberations included ‘Ethical Public Service’, ‘e-governance for efficiency and transparency’, ‘Ethics and Morality and Governance’, ‘Right to Information and J&K Accountability Act’ and ‘Prevention of Corruption Act’.
Dr Pawan Kotwal, Divisional Commissioner, Jammu while delivering the inaugural address said that it is important for public administrators to resist what is wrong and accept the right way of executing the service. He strongly emphasized that the people in service should thoroughly understand the rules so that they can do the job with utmost fairness.
Chief Secretary, B R Sharma who is chairman of the IIPA branch congratulated and appreciated the organizing team for selecting such a topical area of training. He said that the public servants should be the role model and set high ethical standards while discharging their duties.
Dr Ashok Bhan, former DGP J&K Police while speaking on “Ethical Public Service” focused on 7 key areas of practice. He stressed that the actions of a public servant should be “citizen centric” and that transparency should be reflected in the actions while performing the duty. While sharing examples of his own professional career, he said that it is important to be impartial in the delivery of services and that the public servant should be assertive and should learn to effectively execute his duties in the larger interest of the society.
Amit Sharma, MD SIDCO while speaking on the role of e-governance for efficiency and transparency said that the future of governance lies in creating open systems where the human interactions are minimized with an objective to eliminate bias.
K B Jandial, former Member, JKPSC, Sheikh Shakeel Ahmad and Parveen Kohli- senior advocates, J&K High Court spoke on RTI, J&K State Accountability Act and Prevention of Corruption Act.
Prof Alka Sharma, Director (Seminars), IIPA said that individuals should be driven by values and stressed upon basic principles of democratic accountability, participative procedures and high personal integrity. Dr Anil Gupta, Joint Secretary presented the report on the proceedings of the function. JBS Johar, Hony Secretary, IIPA presented the vote of thanks.
