JAMMU, Jan 28: While supporting reservation on the basis of economic condition of the families and not on caste basis, senior PDP leader and former Minister Rafiq Khan has urged upon the State Governor and President of India to implement 10 % quota for the upper castes in the J&K State.
In a press statement here today, the PDP leader said that in order to meet the long pending demand of the peoples belonging to upper classes (general category) and economically backward or weaker among Muslims, Hindus, Sikhs and other communities the Govt providing 10 per cent quota recently.
He pleaded that the reservation should be based on annual income criteria, assets, land and not on the basis of caste. Khan said some of the people belonging to upper class are also very poor and they are not in the position to meet the day today expenses and demands of their families. Most of them belong to Agriculture class residing in villages and far- flung areas.
PDP leader further claimed that the then UPA Govt led by Congress had also agreed to give them 10% reservation in jobs but the same was quashed by the Supreme Court of India. He said the constitution of India was not amended at that time. Now, the Government approved 10 per cent reservation for economically backward upper castes in Government jobs and education. A proposal for 10 per cent reservation for those who are economically backward or weaker and fall under the general category was approved by the Union cabinet.
Khan made an appeal to Governor of Jammu & Kashmir that the Parliament of India has amended the constitution of Articles 15, 16 and passed the bill with majority to approve the amendment. Moreover, the President of India has also given his assent. Some of the states and Railway department of India has implemented the amendment. He requested the President of India and Governor of Jammu & Kashmir to implement the amendment and issue direction as per criteria fixed by the Government of India in reservation for these classes .
