Implement 73rd Amendment

Sir,
Refer news item ‘Sagar faces hostile Panchs, Sarpanchs’                   DE Aug 7.
Unless Panchayati Raj Institutions are fully  empowered as has been promised by the Government, the Government may have to face disenchanted Sarpanch, Panchs everywhere in the State. The key to empowerment lies in 73rd Amendment Act. The ‘Panchayati Raj Act J&K is  like a toothless tiger without 73rd Amendment.
If 73rd Amendment has been in use in other state, why does not in Jammu & Kashmir. Panchs, Sarpanch and the opposition parties have been demanding the inclusion of this Act right from the day Panchayat polling process was set in motion in the State.
The people of the State even after facing militant threats whole-heartedly participated  in the polls with the intention that powers which include financial powers will be executed at grass  root level. But that did not happen so far. This has disappointed the people. The Government should live by its promise and incorporate 73rd Amendment Act in the Panchayati Raj Act without further delay.
