Implement all constitutional provisions meant for SC/ST/OBCs in J&K: JKRCEA

JAMMU, Nov 18: Jammu Kashmir Reserved Categories Empowerment Alliance (JKRCEA) has appealed the Lieutentant Governor of Jammu and Kashmir to implement all constitutional provisions meant for SC/ST/OBCs including matter of reservation in promotions, extension of Mandal Commission report, Tribal Act and extension of OBC Commission.
Addressing a press conference here today, JKRCEA leaders expressed great concern over continuous blatant breach of constitutional rights of SC/ST/OBCs in J&K and apprehended that the bureaucrats may misguide the Lieutenant Governor also like they did during President’s Rule.
“After abrogation of Article 370 on August 5, 2019, the Governor’s administration is almost daily publishing an advertisement in the daily papers claiming that abrogation of Article 370 shall benefit SC/ST/OBCs, Safai Karmacharis/Valmiki communities by way of so many constitutional sops,” the leaders said, adding, the Government advertisements also reflects that reservation in promotions for SC/STs stands implemented in totality in J&K UT but on ground all this looks hoax call.
Sham Lal Bassan said the Law Secretary is totally adamant regarding restoration of reservation in promotions and is defying Presidential Order of 2019, dated March 1, 2019 and J&K Reorganization Act passed by both houses of Parliament after abrogation of Article 370,” Bassan added.
Prof GL Thapa further elaborating on the woes of SC/ST/OBCs said that now the J&K bureaucracy has decided to linger on with implementation of reservation in promotions with a plea that GAD Circular dated 13.7.2016 needs to be withdrawn before they start giving roster point reservation, but nobody is taking lead for withdrawing the said circular that has become anfractuous long back.
Mohinder Bhagat while addressing the media person said that Governor’s administration is giving advertisements in the papers with a caption “Benefits to Scheduled Castes and OBCs”, “Benefits for West Pakistan Refugees” etc but unfortunately nothing of that sort is seen on ground till today.
Prof Kali Dass (AIBCU) said that the implementation of Mandal Commission Report in J&K is still awaited and the rights of J&K OBCs are being eaten away by unconstitutionally carved RBA category whose beneficiaries are either upper caste Hindus or upper caste Muslims.
