Implementation of 3-month long District Residency Program begins in J&K

338 PGs from Kashmir, 225 from Jammu to be sent to districts

Srinagar, June 30: Following the directives earlier issued by the Government, the Kashmir Division has started the implementation of a 3-month long District Residency Program (DRP) under which the post-graduates enrolled in various Kashmir medical institutions of J&K will be deployed to districts effective from July 1.
In this regard, the Nodal Officer of District Residency Programme, Kashmir Division has written to the Director, SKIMS Soura, Principal, GMC Srinagar and Principal, SKIMS Bemina asking them to implement the orders issued and relieve the PGs as per the roaster so that they can join their duties at their respective assigned district headquarters.
As per details, 338 PGs currently enrolled for various specialities are going to be deployed in Kashmir Districts under the DRP, while as around 225 such doctors from Jammu are going to be deployed in Jammu Districts for 3 months.
As per the Post-Graduate Medical Education (Amendment) Regulations, 2020, all postgraduate students pursuing MD/MS in broad specialities in all Medical Colleges will now have to undergo a compulsory residential rotation of 3-months in the District Health System as a part of the course curriculum.
An official said that such rotation had been ordered to take place in the 3rd, 4th 5th semester of the Postgraduate programme. During their Residency, he said that the deputed PGs will assist in outpatient, inpatient, and other areas, and will also take-up night duties.
Also, the satisfactory completion of the District Residency is going to be an essential condition before the candidate is allowed to appear in the final examination of the respective postgraduate course.
As per details, the programme is going to be coordinated jointly by the Health & Medical Education Department, and the Directorate of Health Services, while as the Director Health Services, Kashmir, Jammu will also ensure providing of amenities to the District Residents.
They have also been directed to provide suitable accommodation, transportation to the workplace, security, especially for lady residents as per their entitlements underlaid down rules prescribed for the purpose.
The Residents, as per details, while they will remain on the program, will draw their salary strictly from their respective Medical Colleges for three months based on attendance certificates which will be issued by the concerned Medical Superintendent of the District Hospital.
Also, the Director, SKIMS, Principal Medical Colleges, Srinagar/Jammu & Principal, (ASCOMS), Jammu have been directed to ensure deputation of Post Graduate Students for the District Residency Programme.
In this regard, as per the directives, the constitution of a UT Level Steering Committee, designation of Nodal Officers for Divisional Level District Residency Programme (DRP, as well as the designation of District Residency Programme Coordinator (DRPC), have already been carried out in J&K.
