Indian Information Service officers seek Dr Jitendra’s intervention for cadre review

New Delhi, Oct 9: A delegation of Indian Information Service (IIS) officers led by the President of Indian Information Service Association (IISA), Rajendra Bhatt today called on Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh and sought his intervention for cadre review and timely promotion.
In a detailed memorandum submitted to the Minister, the members of delegation alleged that the Indian Information Service is facing existential crisis even though it was an essential component in the Government’s information and broadcasting mechanism. They said, it was an irony that even though normally a cadre review exercise is expected to be conducted every 5 years, but in case of IIS Group ‘B’ officers, cadre review has not taken place for several years.
In addition, the memorandum alleged that the IIS Group ‘B’ officers also face unjustified time gap in terms of salary drawn, career progression and other aspects of the functioning of Information Department. As a result, they alleged that the Group ‘B’ officers perpetually remained at the bottom of the service pyramid and most of them succeed in getting only one promotion in their entire service career. This, according of them, was an outcome of change in service rules in 1987 which, they suggested, requires re-visiting and review.
The members of the delegation said that, as a result of delay in promotion as well as delay in salary hike, there was lot of demoralising in the cadre. They said, this has led to loss of initiative and enthusiasm on the part of many officials who were unable to perform up to their potential.
Dr Jitendra Singh gave them a patient hearing and said that whatever could be feasible within the rules and guidelines of the Department of Personnel and Training (DoPT), shall be done for them. He said, the Government always tries to maintain the morale and initiative of the officials so that they have opportunity to serve the Government and the public to the best of their ability.
In addition to President Rajendra Bhatt, prominent among the other members of delegation were Raajeev Rustagi, Divyanshu Kumar, Ritesh Pathak and Bidur Bharti.
