Industry suffers due to non-issuance of CTO to orange, red category units: BBIA

JAMMU, June 5: Bari Brahmana Industries Association (BBIA) has alleged that many industrial units are suffering due to non-issuance of No Objection Certificates/ Consent To Operate (CTO) to the red and orange category units in the region by the J&K Pollution Control Committee/ Pollution Control Board.
A meeting the Bari Brahmana Industries Association was held today under the Chairmanship of its president Lalit Mahajan in presence of Tarun Singla senior vice president, Ajay Langer vice president, Viraaj Malhotra general secretary, Rajesh Jain secretary and Vivek Singhal treasurer BBIA and other members of the Association.
During discussions the member present in the meeting raised serious concern in respect of piling of files in the office of Chairman Pollution Control Committee for the issuance of Consent to Establish/Operate for the Orange/ Red category to the Industrial units pending since May Ist, 2023 due to vacant post of Chairman as the previous Chairman has retired on April 30.
It is pertinent to mention here that due to non-issuance consent to Establish in respect of Orange/Red Category, the registration of the prospective investors under the NCSS 2021 is pending as without the valid consent to establish, it is not possible for the Unit holders to apply for the registration on the portal. The matter has already brought into the notice of Principal Secretary Forest Department but nothing has been done so far resulting the Unit holders are suffering badly.
The renewal of existing units of these categories are also pending in the office of Chairman PCB/PCC. These Unit holders are not able to get their bank limits renewed as the PCB’s CTO is one of the requisite documents for the renewal of Bank limits resulting the Unit holders are not in a position to apply for claiming Fiscal incentives under the UT/ Central Government package of Incentives. The powers should be delegated to the member secretary for the time being.
They requested the Lt Governor Manoj Sinha to intervene into the matter and resolve this issue of the suffering Industry.
