SRINAGAR, Oct 1: The inquiry into the alleged illegal appointments of Indian System of Medicine (ISM) doctors and Pharmacists in the Central Kashmir district of Budgam has found selection process as doubtful and suggested fresh selection process. Sources said that the culprit, Chief Medical Officer Budgam, who was attached soon after the inquiry was ordered, is being shielded by top health officials.
The inquiry report (No: DISM/Gen/4571-95) on appointment of 8 ISM doctors and 10 ISM Pharmacists submitted by the Director Indian System of Medicine, to the secretary Health and Medical Education Department has found selection process as doubtful. It has suggested that the list needs to be withdrawn and has found requirement of fresh selection process for fair and transparent selection process.
It may be mentioned here that District Health Society Budgam through its Vice Chairman, Chief Medical Officer Budgam, Dr Aleemudin Dar, had issued advertisement for filling up of 10 posts of ISM doctors and equal number of Pharmacists in district Budgam. The posts were re-advertised and Block level selection was replaced by district level selection process.
The interview for these posts were held on September 3 and September 10 this year and selection committee comprised Deputy Commissioner Budgam, CMO Budgam, ADMO ISM Budgam, one NHRM representative Dr Farooq Iqbal and Assistant director Health Services Kashmir Dr G A Wani.
The selection list was issued by CMO Budgam (Vide No. CMOB/NRHM/12/3042-47 dated 12/09/2012) in which the meritorious candidates with one of them having academic merit of 66 percent were dropped while a candidate with 59 percent academic merit was selected.
Based on the statements of the members of the selection committee, the inquiry officer, Director ISM Jammu and Kashmir, Dr Abdul Kabir, has filed its observations to the Government.
The inquiry report observed that selection process was not disclosed by the CMO to the other members before the interview. “The two members, one each of ISM and NHRM, didn’t sign the final award/merit list and despite this it was issued to the press and candidates were selected”, report said.
The report read: “The award sheets of doctors have been prepared in duplicate which are contradictory to each other. In one of the award sheets some candidates have been shown ineligible while in its duplicate same candidates were shown eligible and selected.”
The report said one Dr Rozy Jan was shown ineligible in award sheet while in its duplicate she has been shown eligible and selected. “Out of 10selected as ISM Pharmacists, 8 have done courses from non-recognized institutes”, report adds.
The selected ISM doctors have degrees from temporary registered Institutions while those having degrees from recognized institutions have been dropped.
